The document underlines the urgency of amend Article 73 of the consolidated law on narcotics and, specifically, it is suggested to decriminalise, in addition to the cultivation of cannabis for domestic use, also the sale of modest quantities where there is no profit motive. The exclusion of compulsory nature was also proposed of arrest in flagrante delicto and the exclusion, in any case, of the provision ofmandatory arrest.
