A new experiment could transform the legal cannabis market and redefine the relationship between state, consumers and producers.
Holland: Legal, but regulated cannabis
Holland is not simply opening new doors: it is trying to structure one complete legalization, bringing order where there was tolerance.
With this second experimental phase, the country aims to regulate production and distribution of cannabis, directly involving the state sector to eliminate ambiguities and improve product quality.

The pilot project: how phase 2 will work
